After Samwise freed Frodo from the tower of Cirith Ungol, Sam had to find some clothes for Frodo to wear, as he had been stripped by the Orcs, so they both dressed in whatever Orc garments they could find, as a type of impromptu disguise while trying to reach Mount Doom.
