Bill Ferny was a Breelander of ill-repute. He was a shifty fellow and was in the pay of Saruman's spies. He could often be seen conversing with suspicious looking strangers in the town and did his best to wreck the plans of Strider and the Hobbits by selling them a half-starved nag at exorbitant price, when they were seeking to replace their stolen packhorses.
