Hama was a guard of the throne room of Theodan, the king of Rohan and stopped Gandalf and his companions at the door and demanded they hand over any weapons, on instructions from the king's adviser, the evil Grima Wormtongue, a pawn of Saruman. He left Gandalf retain his staff, despite Grima's orders as he viewed Gandalf as a friend to Rohan. This was important as it allowed Gandalf to use his power to free Theoden from the influence of Saruman.
