Fredegar "Fatty" Bolger was one of the small group of Hobbits who knew that Frodo had the Ring. When Frodo Baggins, Sam, Merry and Pippin set out to take the Ring to Rivendell, Fredegar stayed behind in Frodo's house at Crickhollow in an attempt to keep up appearances and delay news of their departure, as well as give any message to Gandalf should he turn up. He was frightened half out of his wits by the arrival of the Nazgûl but escaped unharmed (although he failed to communicate with Gandalf).
"The Gaffer" was a nickname that Samwise had for his father, Hamfast Gamgee, an expert gardener. Early in The Fellowship of the Ring, he erroneously tells a Nazgûl that Frodo had left Bag End that morning, while this meant that the Nazgûl did not continue on to Bag End, it did give-away the general direction that Frodo was headed.

It is probably best to assemble both these figures before painting except the Gaffer's shovel, which may be fixed into position after the painting is finished.
His face is painted with 955 with his mouth and eyes lightly picked out with 875. His hat is painted orange brown 814 and then a dry wash of 818 and given a green 890 hat band. His jacket is given an overall coat of scarlet 909 and then a wash of red 926 and then highlighted with dry brushing of 909 and 851 on the high parts of the jacket. His shirt and collar are painted white with a wash of 837, buttons are also added to the shirt. His belt is painted a dark brown 984. His trousers painted with 977 with a light wash of 875 dry brushed with 977 with a touch of 913. The base is finished with Green 890, and dry brushed with yellow, to give the effect of grass.
Sam's father, the Gaffer is given a warm skin tone for his face, arms and legs 955 with a wash of 875 to give a weathered look. His eyebrows and hair are painted light grey 989 then given a wash of 874 and then dry brushed with white 951.
His shirt is painted with 913, a wash of 875 and the, dry brushed with 913 using a small amount of 951. A simple black belt with a silver buckle holds up his trousers. His trousers are painted with green brown 879 with a darker green 889 wash.
The spades handle is panted with yellow ochre 977 with a grain of 874 added to give a wooden effect. The spade head is first painted with black 950 and then around the tip and edges gunmetal grey 863 is dry brushed.
The base is finished with Green 890, and dry brushed with yellow, to give the effect of grass except the area in front of his shovel which is painted with 875 to give the effect of broken earth.
